Introduction

The Vehicle Safety Compliance Certification Scheme (VSCCS) licenses competent people to inspect non-standard vehicles and certify compliance with the relevant vehicle safety standards. To get a VSCCS Certifier's Licence, you can apply via email, mail or in person at a service centre.

What you'll need

  • Application for a Certifier's Licence – PDF form
  • your personal details
  • copies of your proof of identity
  • your employer's details
  • details of your qualifications and experience
  • certified copies of your qualifications, and
  • your payment details.

How to apply

  2. Download, print and complete the Application for a Certifier's Licence – PDF form.
  3. Gather your supporting documentation.
  4. Submit your application by email to vsccs@rms.nsw.gov.au, in person at a service centre, or by mail to:

Who's eligible?

You'll need at least a certificate IV in a relevant discipline (like engineering or automotive) to be eligible to apply for certification.

Things to keep in mind...

  • Generally, trade certificates do not meet the minimum requirement of a certificate IV.
  • As a certifier, you need to hold $20 million public liability insurance and $5 million professional indemnity insurance. This insurance is available under Roads and Maritime’s Principal Arranged Insurance cover. Alternatively, you can operate under your own insurance, if it meets the required criteria.
  • Roads and Maritime Services charges an application fee and an annual fee for certification under the VSCCS. The application fee is non-refundable. Fees also apply for administration functions and insurance. Learn more at inspection scheme fees.
  • Once your application is received, Roads and Maritime will confirm your eligibility based on your qualifications and experience, and conduct a criminal record check.
  • Subject to eligibility, you’ll be invited to an interview, where a detailed assessment of your competence will be conducted.
