Prepare and lodge a Complying Development Application

The Electronic Housing Code (EHC) allows you to investigate, prepare, lodge and track your complying development application under the NSW Housing Code. Once you have submitted your application, you can track its progress, and amend or cancel the application through this system.

You are also able to determine your eligibility for development without further approvals, and obtain an exempt development report outlining the associated development standards.

  • owner's consent form, if you are lodging the application on behalf of someone else
  • other relevant plans and specifications in electronic format such as:
    • BASIX Certificate
    • floor Plan

  1. Click the 'Apply online' button.
  2. Complete the Investigate your Options to determine your eligibility for complying development.
  3. Register or sign in to the NSW Government Licensing Service.
  4. Complete the application form, attaching all associated documentation.
  5. Submit your application for consideration.

  • local industry professionals, such as builders, designers, architects and tradespeople, working within participating local government areas,

  • Even though the system may indicate that your site and proposed development are suitable for complying development, the final determination is made by a Council or Accredited (Private) Certifier when you lodge your application.
