Introduction
A section 10.7 planning certificate (zoning certificate) provides information on any controls, requirements and restrictions that may apply to how a property is used or how a parcel of land can be developed.
The certificate is issued by your local council. You can apply online through the NSW Planning Portal, either:
- when you start your development application (DA) or complying development certificate (CDC), or
- as a standalone application.
Information in the certificate
You can choose from 2 options when you request a planning certificate.
- Section 10.7(2) certificate: shows the zoning of the property and the relevant state, regional and local planning controls. It also includes property constraints such as land contamination, level of flooding and bushfire prone land.
- Section 10.7(2) and 10.7(5) certificate: includes the section 10.7(2) certificate information as well as advice from other authorities and certain information a council holds that is relevant to the land but not provided in a section 10.7(2) certificate.
What you need
- your MyServiceNSW Account or NSW Planning Portal login details
- your payment for NSW Planning Portal service fees.
How to apply
- Check that NSW Planning Portal online applications are accepted by your local council.
- Select the ‘Apply online’ button.
- Select ‘Log in with a Service NSW account’ or enter your NSW Planning Portal login details.
- Select 'Planning Certificate 10.7'
- Follow the prompts to complete your application, either:
- as a standalone application, or
- by connecting to an existing development application or complying development certificate application.

What happens next
Your application will be sent to the relevant local council to review. You will receive an email about the progress of your application.
