This privacy collection notice relates to Upgraded NSW Digital Photo Card pilot.
Why we are collecting your personal information
Service NSW is collecting your personal information as part of a Pilot to upgrade digital NSW Digital Photo Cards to Verifiable Credentials. This upgrade is available to you because you are already participating in the existing NSW Digital Photo Card trial.

About Verifiable Credentials
Verifiable Credentials are a new type of technology, and Service NSW is currently testing this capability through a series of pilots. Similar to digital licences, Verifiable Credentials are a digitised version of existing physical credentials. Verifiable Credentials are stored on your device, which means that you are in control of your credential, and when you use it. Your Verifiable Credential does not replace your existing physical credential; however Verifiable Credentials will open opportunities for additional functionality in the future.
Types of personal information we collect
If you choose to upgrade your existing NSW Digital Photo Card, Service NSW will collect the following personal information from you:
- Details from your Proof of Identity documents, such as but not limited to, your name, date of birth and document details (such as number, type, and effective dates). The information you are required to provide will depend on the documents you choose (for example, Australian driver licence, Medicare card, Australian passport). You will be required to choose at least 2 proof of Identity documents.
- Service NSW will capture biometric information from you by scanning your face to verify your identity using a biometric face verification system. Service NSW will not retain biometric information captured to complete this process. We only retain a record of the outcome of the face verification process. You are not required by law to provide us with this information
Providing us with the requested information is not required by law. However, if you choose not to provide us with the requested information, you will not be able to obtain the upgraded NSW Digital Photo Card.
If you choose not to upgrade, you can continue to use your existing NSW Digital Photo Card (as well as your physical NSW Photo Card).
How we will use and disclose this information

Service NSW uses personal information it collects about you:
- to verify your identity
- to generate your upgraded NSW Digital Photo Card and keep it updated
- for internal administrative purposes, including for the purpose of our interactions with you, maintaining your MyServiceNSW Account and for internal fraud detection and auditing purposes.
Service NSW will also use personal information it already holds relating to your existing NSW Digital Photo Card to complete the upgrade and issuance process.
Service NSW will disclose certain personal information including:
- personal information from your Proof of Identity documents to the document issuer or official record holder via third party systems to verify the documents against government records. This may include the Document Verification Service, or Services Australia for Department of Veteran Affairs card holders.
- When you complete a Digital Proof of Identity check, your personal information will be shared with Transport for NSW to match you to your NSW Photo Card photo.
- Personal Information that Service NSW holds relating to your existing NSW Digital Photo Card will be shared with Transport for NSW to locate the information needed to generate your upgraded NSW Digital Photo Card.
- If you provide feedback during the transaction or as part of a survey, Service NSW may share your responses in aggregated form with partner agencies (such as the Department of Customer Service) or with third parties to demonstrate the customer experience of adding a Verifiable Credential to a Service NSW digital wallet.
Your NSW Digital Photo Card is stored only on your device, and you can remove it from your Service NSW digital wallet at any time. Service NSW does not maintain a record of what Verifiable Credentials you hold in your digital wallet.
Service NSW will not disclose your personal information to anyone else unless you provide your consent, or we are required or authorised to do so by law.
Using your upgraded NSW Digital Photo Card in a Service NSW Centre
You can use your upgraded NSW Digital Photo Card to prove your identity when completing transactions at the Parramatta, Auburn, or Blacktown Service Centres. To do this, a staff member at the Service Centre will ask you to scan a QR code which, if you agree, will allow them to retrieve your Photo Card details. You will be shown a list of information that will be shared and must agree to proceed. Depending on what transaction you complete, the staff member will sight your NSW Digital Photo Card and record the minimum amount of information necessary for that transaction.
This collection notice should be read in conjunction with the collection notice of any transactions where you complete proof of identity checks.
Upgrading your NSW Digital Photo Card will not change or impact any of the other ways you currently use your digital photo card.
