Introduction
You need to apply for a NSW security clearance licence if you want to have unsupervised access to explosives or security sensitive dangerous substances (SSDS).
Key points about a security clearance licence (SC licence)
- The licence:
- is valid for 5 years
- allows you to work for a supervising licensee who holds the appropriate explosives or SSDS licences
- does not allow you to obtain, possess, transport, use or handle explosives or SSDS in your own right.
- You'll need to hold an SC licence if you intend to apply for an explosives or pyrotechnician's licence.

Before you visit a service centre
Eligibility
You must be aged 18 or over to apply.
What you need
- A reason for requesting the licence.
- Your employer's details (if applicable).
Documents you'll need to bring
- A completed application form – Security clearance application form EXP-UHL (PDF)
- Proof of identity documents (originals only, 100 points). You'll find a list of acceptable documents on the form.
- 2 passport size photos with your name and date of birth on the back of each photo.
Fees

Payment
You can pay by credit/debit card at most service locations. However, you cannot pay with cash at some service centres. Check our payment methods page for a list of locations where cash is not accepted.
How to apply
- Visit a service centre.
- Make sure to bring:
- your original proof of identity documents, and
- your completed and signed form.
- Make sure to bring:
- Complete the online national probity assessement (P877) using the link you will be sent.
- Note: once the application has been received by SafeWork NSW from (Service NSW), you will be sent a link to the NSW Police Portal to complete the assessment.
SC licence holder obligations
As an SC licence holder you must:
- comply with the general explosive licence and security clearance conditions under the NSW Explosives Act and regulation
- work for a supervising licensee who is licensed to be in possession of the explosives or security sensitive dangerous substances, and if appropriate be nominated on their security plan
- advise SafeWork NSW within 14 days of any change in name, address or employer details.
