These terms and conditions relate to the Mobility Parking Scheme permit online service.
Mobility Parking Scheme
The Mobility Parking Scheme (MPS) helps people who have difficulty with their mobility on a temporary or permanent basis.
Transport for NSW manages the scheme by issuing permits to eligible people.
The permit lets you park in disability parking spaces. You can also park at no charge and for longer time periods in some parking areas.
To be eligible for a MPS permit, you must meet one or more of the following mobility criteria:
- you are unable to walk because of permanent or temporary loss of the use of one or both legs
- you are unable to walk because of other permanent medical or physical condition
- your physical condition is detrimentally affected as a result of walking 100 metres
- you require the use of crutches, a walking frame, callipers, scooter, wheelchair or other similar mobility aid, or
- you are permanently blind

Mobility Parking Scheme – Online Service
This content is for people who wish to apply for, renew or replace a MPS permit online.
Service NSW carries out customer service functions on behalf of Transport for NSW to deliver the online request and to carry out some other activities as described in these Terms and Conditions (the online service).
The following Terms and Conditions form an agreement between you and Service NSW, and sets out:
- what constitutes a use and misuse of the online service
- the responsibilities of both parties
- relevant liabilities and indemnities
By using and submitting a request to access the online service (an online request), you are agreeing to these Terms and Conditions.
If you do not agree, you can download an MPS permit application form or get a paper form at a Service NSW Service Centre. You can find a Service NSW location near you by using our map locator tool. Find further information on how to apply in person.
Eligibility for the Online Service
You can complete an online request if you meet the following criteria:
- you are a NSW resident
- you are 16 years old or older
- you have a MyServiceNSW Account
- you have a Transport for NSW customer number.
The online service does not currently support all MPS permit requests, such as requests:
- for organisation or dual permits
- made for someone else (including a child or person you care for)
- supported by evidence other than a HealthLink medical certificate.
Conditions of Service
To use the online service, you may need to:
- confirm who you are and your contact details
- pay an application fee
- have your eligibility for a concession or discount validated
- validate a link between your MyServiceNSW and Transport for NSW accounts
- be assessed by a medical practitioner and authorise them to provide us with a valid HealthLink medical certificate.
In some situations, you may still need to attend a Service NSW Service Centre to complete some or all parts of your request for a MPS permit. Situations in which this may occur include:
- your MyServiceNSW account is unable to be linked to your Transport for NSW customer record
- Transport for NSW does not hold a valid:
- photo of you or a photo exemption
- HealthLink medical certificate
If this happens, we will guide you on the next steps.

- You can download an MPS permit application form or get a paper form at a Service NSW Service Centre.
- If required, your medical practitioner may be able to provide you with an original or certified copy of your HealthLink medical certificate for use at a Service NSW Service Centre.
Digital notifications
You agree to:
- receive notifications relating to the status of your online request and progress through your MyServiceNSW Account, via email, and push notification in the Service NSW app
- authorise Service NSW to collect and share health information about you from a medical practitioner
- authorise Service NSW to update your contact preferences and contact details and share them with Transport for NSW
- acknowledge that these will be the primary methods through which you will receive online service communication.
Your Responsibilities
You agree that:
- all information, including personal information that you provide in your online request is accurate, true and complete
- your account is for you only and you are not allowed to access another person's account
If Service NSW suspect that you have breached these Terms and Conditions, your online request may not be approved.
Heavy penalties may apply for providing false or misleading information, including the use of falsified or misleading identification or verification documents.
Limitation of liability and indemnities
- Service NSW does not accept liability for any loss, damage, cost or expense that may arise from your access to, inability to access, or use of:
- the online service
- your MyServiceNSW account
- related services including Transport for NSW’s DRIVE system, payment platforms, and any medical appointments or assessments.
