Introduction

The Mobility Parking Scheme helps people with significant mobility or vision impairments access parking more easily.  A permit lets you park in disability parking spaces. You may also be able to get free or longer parking in some areas.

There are 2 types of permits issued by Transport for NSW:

  • individual (blue card) – issued for 5 years if you have a permanent disability
  • temporary (red card) – issued for up to 6 months if you have a temporary disability.

When you get a mobility parking permit, you also get an Australian Disability Parking permit. This is the purple plastic sleeve that holds your Mobility Parking Scheme permit.  You must display both permits when you use disability parking spaces.

Eligibility

You may be eligible for a mobility parking permit if you are a NSW resident and any of the following apply:

  • you have a permanent or temporary loss of use of one or both legs
  • you have another permanent medical or physical condition that means your physical condition is detrimentally affected as a result of walking 100 metres
  • you require the use of crutches, a walking frame, callipers, scooter, wheelchair or other similar mobility aid
  • you are permanently blind (as defined by the Australian Government).

Note: If you have an intellectual, psychiatric, or cognitive impairment, you can only request a permit if you also have at least one of the mobility or vision conditions listed above.

Getting your permit: online or at a Service NSW Centre

 

Making your permit request online will generally be the most convenient option. In certain situations you will need to visit a Service NSW Centre to make your permit request. 

 

For any type of permit request you will need to go to a service centre if:

  • you need your request processed straight away
  • you are making the request on behalf of someone else
  • you are under 16
  • your current permit is a dual permit
  • your current permit is a temporary permit, and you need to get an individual (5-year) permit
  • you do not have a NSW Driver Licence or Photo Card

For new permits or renewals, you will need to go to a service centre if:

  • your doctor cannot use the online portal to submit your Medical Certificate. You can check if your doctor can do this by using the provider map
  • your photo on file with Transport for NSW is too old, or you're unsure how old it is, or there is no photo on file, and you do not have a photo exemption (refer to our Common questions page for more about photo exemptions)
  • you have an existing individual permit and you want to get a new temporary permit.

For replacement permits, you will need to go to a service centre if:

  • the replacement is because of a change of name or appearance
  • the replacement is because you have not received your permit in the mail.

Representatives – when someone makes a permit request for you

If someone makes your permit request for you at a service centre they should:

  • bring their own proof of identity documents as well as yours, and
  • fill in the representative declaration in the application form, or
  • bring an original or certified copy of a Power of Attorney document. 
    Note: the powers described in the Power of Attorney document will need to cover transactions of this kind.

What you need

Completed Medical Certificate

Doctors use an online portal called HealthLink to submit mobility parking permit Medical Certificates to us. To find out if your doctor has access, check the HealthLink provider map.

If your doctor is unable to use the HealthLink online portal, you will need to request a permit in person at a service centre.

To submit the form your doctor will need:

  • your NSW Driver Licence. or
  • your Transport for NSW customer number. Refer to our Common questions page for more about finding your Transport for NSW customer number

Photo on file with Transport for NSW

Transport for NSW uses the photo from your driver licence, photo card, or previous mobility parking permit for your permit.

If this photo is too old, or Transport for NSW does not have a photo of you, the online system will tell you to visit a service centre to update your photo

Photos are too old if they will be more than 10.5 years old by the time the permit expires.

Photo exemptions are allowed in certain situations. Refer to our Common questions page for more information about photo exemptions. Exemptions need to be recorded with Transport for NSW before you begin your permit request online.

MyServiceNSW Account

If you don't have a MyServiceNSW Account, you can create one when you start your online application.

Make sure your MyServiceNSW Account:

  • is linked to Transport for NSW (you need a NSW Driver Licence or Photo Card to be able to link your account)
  • has matching contact details (name, address and email) as your Transport for NSW details.

Note: The MyServiceNSW Account must be in the name of the person who is eligible for a Mobility Parking Scheme permit, not a representative.

Payment

You can pay online with a credit card, debit card or PayPal. For fee amounts refer to mobility parking permit application fee

Pensioner Concession Card and Veterans Gold Card holders are eligible for a fee concession. You may need to quote the name and number on the front of your card:

  • for Pensioner Concession Cards, this number is the CRN
  • for Veterans Gold Cards, this is the File Number.

If your request is not approved your fee will be refunded in full.

How to request a new permit online

  1. Select the 'Request online' button.
    Note: You cannot save and go back to your application after you start.
  2. Log in, or create your MyServiceNSW Account.  
  3. Follow the prompts to request an MPS permit.  

What happens next

Your request will be reviewed within 3 to 5 working days. You will be notified of the outcome by email.

If your permit is approved we'll mail it to you at the mailing address registered with Transport for NSW.  If you need to update your address or make sure your MyServiceNSW Account address matches your Transport address, refer to Change address with NSW Government.

If you have not received it after 12 days, call us on 13 77 88

If your request is not approved, any payment made will be refunded in full.


Request a permit in person at a service centre

How to request a permit

  1. Gather the required documents, including:
    1. the Mobility Parking Scheme Application – PDF form, or HealthLink form
    2. your proof of identity documents (the originals)
    3. letter for photo exemption (if applicable)
    4. certified copy of a Power of Attorney (if applicable).
  2. Visit a service centre to submit your application. 

Renew your individual mobility parking permit

For individual mobility parking permits we'll send you a renewal notice about 6 weeks before your permit expiry date.

The renewal notice will advise if you need to see your doctor before you renew your permit.

To renew online, follow the same steps as you would to request a new permit online.

To keep using mobility parking you must renew your mobility parking permit before the old one expires.

Temporary permits cannot be renewed.


Replace your mobility parking permit

You need to visit a service centre or call us on 13 77 88 to replace your mobility parking permit if:

  • you've had a change of name or appearance, or
  • you have not received your permit in the mail. 

Otherwise, to replace a lost or damaged mobility parking permit online:

  1. Select the 'Request online' button.
    Note: You cannot save and go back to your application after you start.
  2. Log in, or create your MyServiceNSW Account. 
  3. Follow the prompts to replace your permit.

Your replacement permit will have the same permit number and expiry date as your original permit.
